Switch to oitimetool on szkopuł

          Description

          We should enable oitimetool on szkopuł after updating timelimits.

          It needs:
          - a change in settings of sio2 instance.
          - (maybe) an update of workers
          - a message on the top of the site about switching times and possible problems with it. We don't want to write spam e-mails about this.

              As we don't plan to update any timelimits for now (SIO-1819) - I don't think there is anything blocking this.
