Turn off downloading problems from Main on Szkopuł

          Description

          As we don't ghave all the tasks already moved to problemset from main there are two possible solutions:
          - (harder, but better) turn off that option for normal users, but keep it for superusers
          - (easier, but it should be enough) move it further, so it won't be a default option

          Also we can write a message about this together on the top of the site, together with message about switching checkers.

          Probably it's blocked by SIO-1770.
