              SIO-1620 Added Experience Module implementation Tests and migrations are included

              Also an abstract ExperienceSource was added that allows easy caching of
              values by some integer key in the database, it should greatly help when
              doing submission grading callbacks and probably in possible future
              ExperienceSources
