OIOIOI should be able to communicate with oi-server without the DNS stuff

          Description

          OIOIOI can directly query regional servers. A new authenticator is needed.

          Actually it should be pretty easy to even make OIOIOI the DNS server serving the required zone.

          Once this is done, the DNS-based authentication could be deprecated.
