RoundTimes shouldn't require request

          Description

          Evalmgr needs access to RoundTimes outside the request. (This needs to be fixed in acm/controllers.py).

          In the future, we may want to add virtual-rounds, which start at time selected by users and lasts for some time. Then the RoundTimes.get_start() would be handy.
