working under "su" should be "read-only"

      Description

      Now, admin who logged in as an user using "su", may mark that the user has read a question.

      Imho, su should be used by admins only to see, how the page looks from the particular user browser -- It should not be possible to mark questions as read, ask questions or submit solutions. Remember, that admin is able to submit as a particular user also from the admin panel.

        User switching is heavily used during development to see how pages behave with different users. We have found numerous critical issues with this feature. In the future we may use it for example to support virtual-users (like team-user).

        Maybe there should be two modes of user-switching?
