Some kind of logging engine

          Description

          We would like to have high-level logs about some events.
          This must be done in oioioi, as they shall include information like logged user, current contest etc as well as request-specific information (client ip, user agent, ...)

          Example use case: we would like to know if a problem statement has been seen today by anybody but admins
