Description
There should only be one source of this configuration.
1. Easier part: if memory limit or max score per test was taken from the package, it should not be editable in SIO2. Only by re-uploading the corrected package.
2. Harder part: time limits; here it's quite reasonable to allow adjusting them via the Web UI, but they should then be saved back in the package. Maybe it's good enough to save them in the package every time the package is downloaded. Nevertheless, every time the downloaded package would differ from the uploaded package, this should be clearly noted somehow (maybe needs some notification center...)
