              SIO-2335 Improved questions filters.

              Removed form labels, added "Clear filters" button,
              changed styling and made form errors show up
              outside the filters box. Additionaly, when user
              inputs some incorrect values, only invalid filters
              are ignored - not all of them as it was before.
