Submission limit should be visible in submission form

          Description

          Right now there is no indication of submission limit on the submission page. If a user is not aware that the limit exists, and may be pretty strict, they might send a lot of "test" submissions, and hit the limit in a short time (see SIO-1679).

          It would be nice to give a simple "X attempts left" indicator on the submission page.
