Allow setting separate limit for number of testruns.

          Description

          Currently, the number of testruns a participant can submit for a particular problem is limited by the probleminstance's submission limit. The same limit is used for regular submissions.

          It would be nice to be able to set a different submission limit for testruns than for normal submits.
