Generating empty tests

          Description

          Sometimes outgen is not generating tests (outs are empty). Please compare with https://szkopul.edu.pl/admin/problems/mainprobleminstance/44179/change/
          It might be related with some memory or stack limit.

            (SIO-1941) Generating empty tests

            It turned out that memory and time limits were not set while generating
            outs. It resulted in segfaulting the benchmark program and producing
            empty tests. This change should fix it.
