Distinguish cpu and vcpu in sioworkersd

        Details

          Description

          Add to workers' config option to ALLOW_JUDGING_ON_CPU. Send that information to sioworkersd. Make it easy to use this information in scheduler. Add comment that this flag is taken into account only if safe exec mode is used.
