Problem packages not available for download by admin

          Description

          It used to be the case that in the admin view in OI I could download problem packages (for example, to be able to update them). This feature seems to be no longer available, but it was very useful. I miss it!

            Super admin can download problem packages: Left menu -> System Administration -> Problem packages -> Package file.

            Well, yes, but for me it would make sense if I could download the problem package if I'm simply administrating a single contest (like I do in https://szkopul.edu.pl/c/asdlab-2016 under a teacher's account).
