Contests not sorted in contest list view

          Description

          SIO2 stopped to sort contests by their creation time in constest list view (e.g. https://sio2.mimuw.edu.pl/c/ontak2016/contest/ - contests are clearly randomly shuffled, probably ordered by their hashes).

          The plausible reason is commit 4cb62fe (https://github.com/sio2project/oioioi/commit/4cb62fedfd4a5ec0cd83cf62b9b468e4481ba71f ); in oioioi/contests/utils.py, set() was introduced, which implies no particular order of its elements.
