            * Sugerowałbym aktualizację nie tylko przy przeładowaniu, tylko np. co minutę (i częściej jeśli zbliża się do zakończenia sprawdzania). W zasadzie mógłby wtedy nawet nie odliczać w dół. Żeby się nie męczyć z pokazywaniem wyniku w tabelce z poziomu JS, to po otrzymaniu informacji że się sprawdziło mógłby równie dobrze przeładować całą stronę.

            * 10 to chyba za mało; raczej bym celował w pamięć długości jakiegoś stałego czasu, np. 10 min., bo odchylenie standardowe jest bardzo duże.
            Może zamiast pamiętać te wszystkie wyniki gdzieś wystarczy średnia aktualizowana z wagą, w stylu

            Tavg = Tavg*0.9 + 0.1*czas_kolejnego_sprawdzonego_zgłoszenia

            Z tym że współczynniki pewnie będzie trzeba później dobrać eksperymentalnie.

            * Pewnie też trzeba uwzględnić sytuację, gdy nie ma dostatecznie wiele danych, np. nic się ostatnio nie sprawdzało; wtedy pewnie nie powinno się nic wyświetlić.

            * Dla adminów niech pojawia się mała ikonka,
