Bottom panel on admin screens like "Forum" or "Round extesions" is unusable

          Description

          I don't like this panel - selectboxes should not be used to perform
          actions and the "0 of 1 selected" gizmo looks like a button, not a label.
          It is not straighforward how to use it.

          My idea is: replace this select box with a couple of buttons: delete
          5 selected, mark 3 selected as read.

          I know it's a plugin but I hope it'll be easy to fix its templates.
