Tests table while editing probleminstance is oriented in a wrong way

          Description

          Table describing test properties has each row's columns laid out vertically instead of horizontally which makes the table unreadable.

          Also: admin.css is not found

          (On SIO both of these features work, but they don't on szkopul)

              Duplicate of SIO-2036 (sans missing admin.css), closing this one because it had less activity.
              Also opened new SIO-2121 for the missing admin.css
